Usually, to manage financial matters. If the POA is more specific, it might include personal matters, including medical consent, etc. However, this would normally be done by utilizing a healthcare surrogate rather than POA. If in doubt, you should consult the attorney who drafted the POA.
and (2)the other children in the family.
The only such obligation would be to not misuse funds which might later be part of the inheritance, or to otherwise take advantage of the person who granted the POA.
