If you do not have a written lease that provides for some other terms of security deposit, then yes, the landlord can raise the amount of security deposit, and can also raise the amount of rent in the next month. Month-to-month tenancy only covers terms of rental for one month, not for any following month. Were you month-to-month for 12 years?
