Land contract
Is it legal for a person to sell a house on land contract if they were behind on property taxes? If it is not legal what kind of legal action could the buyer take in this matter. Also if they over paid in property taxes can they get any of that money back?

I am guessing that you did not have a lawyer review your contract before you entered into this agreement. This is why people should hire attorneys before they enter into real estate transactions. It is a lot easier to prevent problems then to solve them. That being said,
I think that your question is mistated. Whether something is legal or not is really a question concerning whether a law has been broken- not likely.
Your real question is whether there is a breach of contract or fraud; and if so, what can you do to recover your damages.
