Need one Clarification in Buying an empty Plot in India (chennai ) :
1) Party ‘X’ given General Power of Attorney to Party ‘Y’
in 1986 – Registered in ‘X’ office
2) Party ‘Y’ given General Power of Attorney to Party ‘Z’
in 1986 (2 months later) – Registered in ‘Y’ office
3) Party Y Sold the property to Z
4) Now Z is having Patta in his name for past 15 years with all Tax paid.
Can I buy the property from Z…? Is two General Power of Attorney is a problem?

Yes, you may buy from Z if the PoA in his favour is still valid.

If in the PoA of X, owner has given clear and absolute powers of sale of property to X as also given power of appointing another attorney for and on behalf, then there appears no problem.
