I want to buy a vehicle from a person who has general power of attorney for the registered owner. What do I need to get from the seller, i.e. title, a copy of the POA? How does the person selling sign the title?

Valid title to the vehicle, properly conveyed by the person acting for the registered owner, pursuant to a valid POA. (And, yes, you should request to see proof of the POA which authorizes this person to act for the registered owner.)
Assuming that the seller does in fact have valid POA, he or she would sign the back of the title to the vehicle conveying ownership to you pursuant to the authority invested in her/him by the aforesaid POA.
